V 120 SCOPE This procedure delineates the requirements for performing a Low Pressure Soap Bubble Leak Test on casks, liners, canisters and other containers not covered oy the requirements of ANSI N14.5 The purpose of this test will be to prove the integrity of weldr.,
threaded fittings, flanges and any other joints where pressure tests below 8 psi are adequate to meet contractual / function requirements.
220 BEEEBENCED DOCUMENTS The referenced documents are part of this procedure to the extent specified.
If the contents of this procedure appear to conflict with the requirements of a referenced document, the procedure shall govern.
Note that the referenced NuPac procedures are to be utilized when Nuclear Packaging, Inc. (o r PNSI su'os ide ries) personnel are conducting this test.
When this test is performed by otner personnel, quality assurance procedures for inspection instructions and Siccrepancy reporting in force at the t este r's f acility shall be utilized.

3.2 Records of leak testing shall be maintained on Quality Assurance Inspection Instructions per References 2.3 O
and 2.4 or equivalent procedures of the tester's facility.

g LT-04, Rev. 5 January 14, 1987 3.3 Equipment - The following equipment is required for a Low Pressure Soap Bubble Test:
3.3.1 Air Supply
-A standard shop compressor or bottle compressed air capable of pressurizing the tested cavity up to 3 to 10 psig shall be utilized.
3.3.2 Gauge - A gauge capable of indicating psi ! 1.5%
of the indicator reading shall be utilized.
3.3.3 Subble Test Solution - A leak indicating solu-tion equivalent to the following shall be utilized:

3.4.2 2he item shall be leak tested with all lids, gaskets, plugs, valves, and fasteners in place and in the normal closed position.
The only l
exception shall be the port or valve utilized to pressure the cavity.
3.4.3 Pressurize the cavity to 3 psi + 1,
-0 psi.

3.4.4 The gauge used to monitor the pressure shall be accurate in accordance with paragraph 3.3.2.
3.4.5 Close of f or maintain pressure at pressurization location to hold specified pressure in cavity.
3.4.6 Apply the leak detecting solution to all gas-keted areas, threads, pressure boundary welds, ports, or valves by brush or spray.
Inspect for bubbles.

This requirement is not applicaole to seal welds such as those used in drain plugs.
3.4.7 Conduct leak test for five (5) minutes.

i 3.5.2 If bubbles appear during the test, weld inte-grity, gasket condition, flange or lid tight-ness, valve position, plug security, etc., shall ne checked, corrected and test rerun.
3.3.3 If the test is failed :hree (3) consecutive times, a Quality Discrepancy Report (QDR) shall ae prepared in accordance ith Reference 2.5 for disposition prior to proceeding further.
