This refers to the routine inspection conducted by Mr. C. Sherman of this

office between January 13-17, 1986 and in office inspection between
January 21'and February 3, 1986, of. activities authorized by NRC License
No. NPF-21, and to the discussion of our findings held by Mr. Sh.erman with
Mr. Martin and other. members of your staff at the conclusion of the
inspection.

Areas examined during this inspection are_ described in the enclosed inspection

report. Within these areas, the. inspection consisted of selective
examinations of procedures and representative records,-interviews with
personnel, and observation,s by the' inspector.
No violations of NRC requirements were identified within the scope of this
l
inspection.

Yoar attention is directed to paragraph'nine of this report. This paragraph

describes the result of our^ inquiry into'an allegation we received in July,
1985. We believe that'there is sufficient evidence'to substantiate this
particular allegation.. We request that you re'spond to us within 30 days
