Dear Mr. Sumner-Enclosed is the staffs safety evaluation (SE) of your Unresolved Safety issue (USl) A-46 implementation program at Edwin I. Hatch Nuclear Plant (Hatch), Units 1 and 2.

. Your USI A-46 program at Hatch was established in response to Generic Letter 87-02 through a F
10 CFR 50.54(f) letter. The staff concludes that your USl A-4S implementation program has, in general, met the purpose and intent of the criteria in the Generic Implementation Procedure, Revision 2 and the staffs Supplemental Safety Evaluation Report No. 2 for the resolution of USI l
A-46. The staff has determined that your corrective actions and completed physical modifications for resolution of outliers will result in safety enhancements, in certain aspects, that are beyond the original licensing basis, and as a result, provide sufficient basis to close the USl
