Inspection No. 50-320/88-05

This refers to the routine safety inspection conducted by site inspectors from

February 27 - April 1,1988, of activities authorized by NRC License No. DPR-73

and to discussions of our findings held by Mr. T. Moslak of our office with you

and members of your staff on April 8,1988.

Areas examined during this inspection are described in the inspection report which

is enclosed with this letter. Within these areas, the inspection consisted of

selected examinations of procedures and representatives records,-interviews with

personnel, and observations by the inspector.

Based on the results of this inspection, it appears that certain of your activities

were not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation enclosed herewith as Appendix A.

This violation has been

categorized by Severity Level in accordance with the NRC Enforcement Policy, 10 CFR 2, Appendix C.

With respect to this item and the events associated with it,

we are concerned that there has been a degradation in overall control of your fire

protection program.

In addition to the specific corrective actions for the viola-

tien,_we request that you review your fire protection program implementation and

provide the results of that review and any corrective actions that you plan.

Also, this letter acknowledges receipt of your letter, dated February 26, 1988,

in. response to Inspection Report No. 50-320/87-15.

The actions described in your

letter will be reviewed in a future NRC inspection.
