This refers to the special safety inspection conducted by Mr. J. F. Schapker
of this office on July 7, 8, 12, 13, 27, 28 and August 10, 11 and 16, 17, 1988,
of activities at Clinton Power Station, Unit 1, authorized by NRC Operating
License No NPF-62 and to the discussion of our findings with Mr. D. P. Hall
ud others of your staff at the conclusion of the inspection.

The NRC Region III Office of Investigation (01) receive'd allegations
concerning activities that occurred during construction at the Clinton Power
Station.
The Division of Reactor Safety (ORS) was assigned to assess the
safety significance of these concerns.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
No violations of NRC requirements were identified c!uring the course of this
inspectlun.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
