ITEMS 3.1.3 AND 3.2.3 0F GENERIC LETTER 83-28, POST-MAINTENANCE TESTING FOR REACTOR TRIP SYSTEM AND ALL OTHER SAFETY-RELATED COMPONENTS FOR PERRY NUCLEAR POWER PLANT, UNIT 1 (TAC NOS. 61706 AND61707)

We have reviewed ycur February 23, 1988 response to the staff's November 7, 1987 request for additional information concerning the subject items. Based upon our review, we consider the subject items acceptably resolved for your facility.

Generic Letter 83-28, items 3.1.3 and 3.2.3, required that licensees review existing Technical Specifications (TS) and identify, if applicable, any'poat-maintenance test requirements which could degrade rather than enhance safety with respect to reactor trip system components and all other safety-related components, respectively. In the event that any existing TS were identified which would degrade rather than enhance safety, licensees were required to submit appropriate changes to the TS with supporting justification for staff review and approval. In your February 23, 1988 letter, you indicate that you have completed a review of the TS for the Perry Nuclear Power Plant and have determined that none of the post-maintenance testing requirements would degrade rather than enhance safety. Based upon our review, we have determined that you have adequately met the requirements of items 3.1.3 and 3.2.3 of Generic Letter 83-28 for your facility.

This completes the staff's review efforts under TAC 61706 and 61707. If you have any questions, please contact me at (301) 492-1369.
