20555 PLANT V0GTLE - UNIT 1 NRC DOCKET 50-424 OPERATING LICENSE NPF-68 WITHDRAWAL OF PROPOSED REVISION TO TECHNICAL SPECIFICATION 3.2.2 Gentlemen:
On May 19,
- 1988, Georgia Power Company (GPC) proposed to amend Specification 3.2.2 of the Vogtle Electric Generating Plant Unit 1 Technical Specifications Appendix A to Operating License NPF-68.
GPC hereby withdraws that request for reasons discussed herein.
On January 27, 1988, GPC learned of new information related to the effect of the "as built" containment spray system flowrates upon the peak clad temperature calculated as part of the FSAR large break LOCA analysis.
To address this new information, GPC committed in letters SL-4072 and SL-4065 dated January 29, 1988, to op(rate Unit I with an administrative 1y controlled value for the Heat Flux Hot Channel Factor Fo(z) of 2.25 and requested a tecoorary exemption from compliance with 10CFR50.46.
The NRC response cordained in your March 10, 1988 letter, requested that GPC propose an amendment to Yogtle Electric Generating Plant Technical Specifications to incorporate the revised Fg ifmit (i.e. 2.25).
The NRC's letter also stated that a license amendment request to change Fg back to 2.30 at 100% power should be submitted when an analysis had been completed using the increased containment flowrate.
The proposed change to the Technical Specifications was made by our letter SL-4442 on May 19,1988, and is currently being reviewed by the NRC.
Since that time, an analysis has been completed which included the increased containment flowrate.
This analysis confirmed the acceptability of an Fg value of 2.30 at 1005 power.
A report on this analysis will be submitted for NRC review and concurrence in early September,1988.

On the basis of this analysis, Georgia Power Company hereby withdraws the proposed change to the Technical Specification 3.2.2 contained in its letter SL-4442.
During fuel cycle 1, Georgia Power Company will continue to operate i
Plant Yogtle using an Fg of 2.25 until the NRC has completed its review of the revised analysis.
In accordance with 10CFR50.91, Mr.
J.L. Ledbotter of the Environmental Protection Olvision of the Georgia Department of Natural Resources will be sent a copy of this letter.
