OF MEETING TO DISCUSS ISSUES RELATED TO THE POTENTIAL LOSS OF EMERGENCY CORE COOLING SYSTEM (ECCS) CAPABILITY DUE TO CLOGG!NG OF THE SUCTION STRAINERS BY DEBRIS GENERATED DURING A LOSS-OF-COOLANT ACCIDENT (LOCA)
On September 8,1998, the staff met with members of the BWROG strainer subcommittee to e
discuss issues related to the potentialloss of ECCS capability due to clogging of the suction strainers by debris generated during a LOCA. A list of the meeting attendees is enclosed.
The purpose of the meeting was to discuss the staff's review of the Utility Resolution Guidance-j
.(URG) submitted by the BWROG (General Electric Topical Report NEDO-32686 Revision 0,

" Utility Resolution Guidance for ECCS Suction Stainer Blcckage"). The staff's safety evaluation i

' (SE) was issued on August 20,1998. During the September 8,1998, meeting, the staff.
answered questions from the BWROG on the SE and provided information on its plans for closing NRC Bulletin 96-03 and related staff activities. The following information was discussed at the meeting:
. The BWROG noted that the discussion in the SE regarding damage pressure for certain types of insulation is incorrect. The staff agreed with the comments and willissue revised i
SE pages.
. The BWROG requested clarification of the staff's discussion of debris generation for calcium silicate insulation. The staff indicated that this issue needs to be addressed individually for each plant and that the staff is available to answer any plcnt-specific questions.
. The staff stated that the Advisory Committee for Reactor Safeguards had reviewed the SE and found the exceptions to the URG acceptable.
. :The statt discussed the preliminary audit plans and indicated that the audit plan will be
.provided to the BWROG for comment before it is implemented.
. - Regarding closure of NRC Bulletin 96-03, the staff stated that the individual TACs can be

closed after licrAsees complete the reporting requirements by submitting a letter stating that all actions required by the NRC Bulletin 96-03 have been completed. The related issues in Generic Lotters (GL) 97-04 and 98-06 will be separated from NRC Bulletin 96-03. Open issues resulting from these GL should not impact closure of NRC Bulletin fJ 96-03. All actions related to NRC Bulletin 96-03, including completion of the audits and p
any followup inspection guidance, should be closed in spring 1999.

The BWROG asked about the status of related NRC Bulletins 93-02 and 95-02. The plant-specific TACs for NRC Bulletin 93-02 are closed and the MPA is scheduled to be closed by October 1998. Plant-specific safety evaluations are being prepared for NRC Sulletin 95-02 and the scheduled closure date for the MPA is the end of 1998.
The staff ave a summary of current research activities related to ECCS strainer clogging D
for PWRs. This program is currently in the information gathering stage.
The BWROG asked about discussions between the industry and the NRC on the use of leak-before-break. The staff stated that it will meet with the industry before making a decision.
