MEETING WITH NEl TO DISCUSS TECHNICAL BASIS DOCUMENT PERTAINING TO GENERIC LETTER (GL) 96-06,
" ASSURANCE OF EQUIPMENT OPERABILITY AND 1
CONTAINMENT INTEGRITY DURING DESIGN BASIS ACCIDENT CONDITIONS" On August 27,1998, members of the NRC staff met with representatives from NEl and the industry to discuss the content and scope of a proposed EPRI technical basis report. The EPRI technical basis document is being developed by the industry and will be used to address questions raised by the staff pertaining to analyses of the waterhammer issue raised in GL 96-06. The list of attendees is contained in Enclosure 1. The presentation slides used during the meeting are contained in Enclosure 2.
The NEl/ industry effort is presently supported by ten utilities representing approximately 30 plants. More utilities are expected to join the effort. The industry group that met with the staff is composed of a steering group whose goal is to prepare a generic technical basis report which will be used to address GL 96-06 waterhammer issues and other similar issues. The focus of the report will be on closure of the issues identified by recent GL 96-00 requests for additional information. The steering group met with the staff to outline their plan for development cf the technical basis document, discuss milestones and schedule and establish interactions with the NRC. Both the NRC staff and the steering group agreed that frequent and open !
communications between the steering group and the NRC staff is key to successful ,
accomplishment of the goal.
The steering group is currently collecting industry data on waterhammer from numerous sources including actual waterhammers, laboratory data, universities, technical reports, etc. An i expert panel is being formed which the NRC will meet with sometime in the fall. The goal is to l complete the final technical basis report by July 1999.
