We have received the latest Federal Emergency Management Agency (FEMA) evaluation report on the status of the Fort St. Vrain Nuclear Generating Station alert and notification system. The report contains earlier evaluation information and the results of the latest telephone survey conducted after the June 18, 1985, test of the system.

The FEMA report indicates that the corrective actions for the alert and notification system deficiency committed to in your letter dated April 4,1965, did improve the effectiveness of the system, but failed to achieve an adequate level of effectiveness.

Because of this, FEMA could not make a finding of adequacy and the deficiency still exists.

FEMA states that in consideration of this, you have committed to the installation of a siren in the Plattville, Colorado area by February 14, 1986, which is anticipated to improve the system effectiveness to an acceptable level. This will be verified by a third telephone survey and an updated evaluation finding will be submitted to the NRC.

We will continue to review your corrective actions for this deficiency and will determine an appropriate course of action under our regulations based on the subsequent modification and evaluation of the system. You should continue to provide the supplemental means for alerting and notifying the public identified in your letter of April 4,1985, until the system is determined to be acceptable.

Please keep this office informed of any changes in the alert and notification system and the results of any tests or assessments conducted to evaluate the system.
