Dear Mr. Dewease,

This 15 to inform you that the material provided by the Waterford 3 facility for use in preparation of the October 25, 1988, license examinations was determined as not meeting the requirements of Enclosure 1 to the examination scheduling letter dated July 28, 1988. Specifically, the material was not j

bound and indexed as required by Item 1 and the paragraph following Item 16.

7 The material was received in the regional office on August 22, 1988. Mr. Toth of the facility training staff was notified of these deficiencies on August 23, 1988. He located a duplicate set of material and comitted to correcting t

the deficiencies and shipping the material to arrive by August 29, 1988.

The original set of material was returned to the facility on August 24, 1988.

r Material, which is not properly bound and indexed, can more than double the time required to develop an examination item.

Current examiner manning levels and l

d a rigorous examination schedule do not allow time for examiners to reformat j

facility examination material to make it more useful for examination development.

The Chief Examiner for the October 25, 1988 examination discussed alternste approaches to assembling examination preparation material prior to each l

i scheduled examination with Mr. Toth. These included maintaining a full set of i

examination development material in the regional office for which the cognizant f

examiner would be placed on distribution for revisions and new material and would accept responsibility for maintaining the regional held set of material, i

l j

This would eliminate many of the potential problems that can arise when examination preparation material is assembled anew for each examination.
