DPV Ad-Hoc Review Panel
SUBJECT:
NOTIFICATION OF DELAY IN COMPLETING REVIEW OF DIFFERING PROFESSIONAL VIEW In accordance with NRC Management Directive 10.159, " Differing Professional Vmws or i Opinions," this memorandum is to report that review of an NRR employee's Differing Professional View (DPV), entitled " Technical Specification Setpoints and Allowable Values for instrumentation," was not completed within 60 calendar days of receipt. The original DPV Panel disposition date was May 9,1997, and was extended once to July 18,1997.
This DPV, which was forwarded to the Director of NRR on March 17,1997, has evcived from two initial issues to several complex regulatory issues and has involved coordination between the DPV Panel and other NRC offices. As the Panel formulated its conclusions, we revealed several new aspects of the issues, complicating Panel consensus. In addition, Panel members have had to meet important commitments made before the Panel's formation as well as managing _
emerging licensee operationalissues. The Panel has assessed its remaining tasks and now expects to complete its review and provide its recommendations to the Director of NRR by October 3,1997.
