Response to Notice of Violation. Revision 1 By Nucicar Regulatory Commission (NRC) letter dated July 13, 1988 (Scarano to Cockfield), Portland General Electric Company (PCE) received Inspection Report No. 88-16 and a Notice of Violation (NOV) concerning security requirements at the Trojan Nuclear Plant. On August 12, 1988 we provided a responso to the NOV.
During the week of August 15, 1988, in discussions with NRC personnel, we were infomed that our reply to the NOV did not address the management concerns identified in the body of the inspection report.
Questions were also raised concerning our responsa to the violation regarding the administration of the Minnesota MultipKasic Personality Inventory (MMPI) Test.
Attachment A to this letter is a revision to our original response to the NOVs and provides a response to your concern about the lack of followup of security inspector findings. The changes are indicated by revision bara.
Attachment B addresses your concern regarding a comprehensive management review of the Security Program.
