We have reviewed proposed Revision No.12 to the THI-2 Organization Plan as t W discussed in the referenced letter. This revision would establish a defueling

'q organization reporting dircetly to the Office of the Director.THI-2 with y

singular responsibility for defueling activities.

It would also consolidate 1

all defueling related operations, engineering, and support functions in the

U defueling organization.

The staff agrees that the above changes are necessary in view of the current transition to the production phase of defueling and that they will enable more efficient conduct of defueling activities. We find that since none of'the changes will elirainate vital positions or functions, they are acceptable.

Accordingly, Figure 1.2 as modified in the referenced letter should be substituted for the existing Organization Plan Figure 1.2.

Our approval of Revision No.12 to the THI-2 Organization Plan is effcettve j

upon your receipt of this letter.
