RECORD OF TELEPHONE CONSEPVATION REGARDING GROUNDWATER LEVEL MONITORING AND CONTROL On July 19, 1938, Mr. G. Staley of NRC called Mr. S. LeRoy of Duke Power Company regarding a proposed change to Technical Specification 3/4.7.13, Groundwater Level. The call was placed after review of Duke's letter of June 21, 1988 and identified additional information needed by the NRC prior to conclusion of its review of the proposed change.

The following additional information was requested:

1. Provide an advanced copy of the FSAR changes relevant to the proposed revision to Technical Specification 3/4.7.13. These changes should include:

(a) The revised structural evaluations (discussion only, not computations) that include the type of structural distress or limiting design conditions and the associated design groundwater level. These should include the monitoring wells that will be used to detect groundwater rise and explain why they are adequate to maintain integrity of the structure and its fcundation.

(b) Describe the revisions to the groundwater monitoring system and include the monitoring wells that will be retained in the Technical Specification. Also 3rovide a discussion of how the monitoring wells, not in the tec1nical specifications, will be retained in the monitoring program and used to provide early warning of potential deterioration of the underdrain system and the applicable procedures.

One type of procedure acceptable to the staff would be for example, that if any one of the wells exceeded the normal groundwater level (artificial drawndown level) by 3-4 feet for 7 days, a design engineering investigation would be initiated and NRC would be notified.

2. Provide a copy of the test procedures that will be used to insure that the interior groundwater monitors do not have any obstruction between the exterior wall filter and the pressure senscr that would preclude execution of its intended function.
