APPLICATION FOR AMENDMENT TO OPERATING LICENSE l
Pursuant to Section 50.90 of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
This proposed amendment to the James A. FitzPatrick Technical Specifications reflects changes to the Standby Liquid Control System (SLCS).
In accordance with the requirements of 10 CFR 50.62, changes to the SLCS are being made to ensure a minimum flow capacity and boron content equivalent to 86 gallons per minute of 13 weight percent sodium pentaborate solution.
In addition to meeting 10 CFR 50.62 requirements, to permit an increase in reload enrichment and energy content in future core design reloads, the final in-vessel boron concentration following injection of standby liquid control solution is being increased from 600 ppm of natural boron to G60 ppm of equivalent natural boron.
The proposed change to the Technical Specifications is.

The Safety Evaluation for the proposed change is included as Attachment II.
