Dear Sir:

The NRC was. notified of a potentially reportabic deficiency in the ref-erenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30)' days, (January 26, 1986).

Due to the~ extensive investigation and evaluation required, an Interim Report is attached.

It is now expected that this information will be finalized by February 28, 1986, at which time a complete report will be submitted.

INTERIM REPORT - DER 85-43 POTENTIAL REPORTABLE DEFICIENCY ARIZONA NUCLEAR POWER PROJECT PVUCS UNIT 3 I.

Potential Problem Bechtel PSQD Audits conducted in November, 1985, at the Brown Boveri Tulsa, Oklahoma and Sanford, Florida facil-ities, identified a lack of compliance to Bechtel/ANPP requirements for Class "Q" IE materials. The deficien-cies include:

1.

Commercial grade items for Class "Q" IE applications are.not controlled by drawing revisions to support previous qualification reports.

2.

Certain Brown Boveri procurement documents to vendors do not contain all of the QA Program requirements imposed by 13-EM-017.

Further investigation of these deficiencies is currently in progress. A subsequent audit of the Tulsa, Oklahoma facility was conducted in January, 1986 and an audit of the Sanford, Florida facility is scheduled for early February, 1986. The vendor responses to the deficiencies identified to date are pending.

II.

Approach To and Status of Proposed Resolution Bechtel Engineering is currently awaiting Brown Boveri's audit finding respon

-a relating to the qualification concern. With this infermation, the Project can determine reportability and idtutify any required corrective action.

III.

Projected Completion of Corrective Action and Submittal of the Final Report The complete evaluation and Final Report are forecast to be completed by February 28, 1986.
