SUBJECT:

CONFIRMATION OF ACTION LETTER This is to confirm the conversation between Messrs Holmes and C. E. Fuller of your staff, and Mr. L. J. Callan of the Region IV office, on April 29, 1988, related to the Emergency Preparedness inspection at your facility.

Based on this conversation, it is my understanding that Public Service Company of Colorado will take the follcwing a-tions to correct the apparent training deficiencies identified during walk-down testing of your operating crews in the application of procedures for classification of postulated emergency conditions, a.

Prior to the end of the next scheduled watch of the crew tested at 1 p.m., April 27, 1988, they will be trained and tested to demonstrate their capability to utilize the data logger progras.s for offsite dose projection.

Refresher training will also be provided to the other crews as soon as reasonably practical, but no later then May 31, 1988, b.

Prior to the end of the next scheduied training opportunity for each shift (approx, June 10, 1988), training will be conducted, and the crews will be tested for their ability to classify events, especially those events not currently specifically included in the training program.

Within one week modify existing procedures, relating to emergency actions i

to be fellowed in the event of a failure of the reactor to be shut down by control rod insertion, to eliminate identified procedural deficiencies.

Following completion of the above activities, you will document your actions taken in a, b, and c above to us.
