Gentlemen:
This refers to the inspection conducted by Messrs. R. Evans and J. E. Gagliardo
of this office during the period March 2-3, 1988, of activities authorized by
NRC. Operating License NPF-71 and NRC Construction Permit CPPR-129 for the
South Texas Project, Units 1 and 2, and to the discussion of our findings with
members of your staff at the conclusion of. the inspection.
The areas examined during the inspection involved the followup to the
I
operational readiness inspection performed in July 1987 and documented in NRC
,
Inspection Reports 50-498/87-45 and 50-498/87-77 and the operational readiness
inspection performed in January 1988 (Inspection Report 50-498/88-01). Within
i
these areas, the inspection consisted of selective examination of procedures
i
and representative records, interviews with personnel, and observations by the
NRC inspectors.
The inspection findings are documented in the enclosed

inspection report.
During'this inspe:: tion, it was' found that certain of your activities were in
i
violation of NRC requirements.
Consequently, you are required to respond to
this violation, in writing, in accordance with the provisions of Section 2.201
t
of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal
Regulations.
Your response should be based on the specifics contained in the
i
Notice of Violation enclosed with this letter.

The response directed by this letter and the accompanying Notice is not subject
l
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
Should you have any questions concerning this inspection, we will be pleased to
