Vill refueling or resumption of operation thereafter require a technical specification change or other license amendment? If answer is yes, what in genercl vill these be? If answer is no, has the reload fuel design and core configuration been reviewed by your Plant Safety Review Committee to determine whether any unreviewed safety questions are associated with the core reload (Ref. 10 CFR Section 50.59)?

Ans: The Reittd Report requires standard reload fuel design Technical Sy cifications changes (2. Safety Limits and Limiting Safety System Set ings, 3/4.1 Reactivity Control Systems. 3/4.2 Power Distribution Limits and 3/4.4 Reactor Coolant System.)

SUMMARY

July 1988 The fifth refueling outage is scheduled to be complete on September 29, 1988. During July, investigation of material found in the reactor vessel, after core offload, revealed that an HPI thermal sleeve had broken.

Fiberscope inspections were performed on the other three of the HPI thermal sleeves and another sleeve was discovered to have a linear indication which was later shown not to be cracked. Currently, installation of two new thermal sleeves is in progress. This emergent work along with field change packages requiring implementation in association with SFRCS modifications are on the critical path to outage completion.

Good progress has been made in other areas. Cooling tower work vill be The test completed in early August as vill be the ISI and M0 VATS programs.

program for restart is one third complete with 12 of the 36 post modification tests required for Mode 4 entry having been accomplished.

Major Events Completed in July

- Makeup feed and bleed modification flush

- Reactor Coolant Pump Motor 2-2 flywheel inspection

- Control Room center console vire terminations

- Decay Heat Loop 1 maintenance

- Condensate Polisher 1 element replacement

- Reactor Coolant Pump seal replacement (3 RCPs)

- Main condenser leak chick i

- Auxiliary Teedvater Pump and turbine maintenance

- 2N and 2P battery replacement testing

- Control Room painting demarcation l
