Development of Technical Specifications RE:
LIMERICK GENERATING STATION, UNIT 2 Over the past year, we have had several meetings with your staff regarding the development of Technical Specifications for Unit 2.
Enclosed for your information and use for the approximate 1-year period before the fuel load / low power Operating License (OL) is issued is the milestones chart established for the development of OL Technical Specifications (TS).
It will be used as guidance for scheduling various milestones.
Flexibility to establish the actual milestones dates within the chart is permitted to support your schedule as long as a thorough TS review is tnsured.
Enclosed is a printed copy of the Unit 1 TS as maintained in our computer file but relabeled as the Unit 2 TS.
Please have your staff review that Unit 2 TS document and mark it up to identify non-applicable portions, those areas where TS are required but are not provided, and those TS that shoulti be replaced by plant-specific TS.
Please note that, for the second unit supplied by the same vendor and of the same type as an existing unit at a multi-unit site, the TS for the seccnd unit should normally be virtually identical to those of the previously licensed unit. The only TS changes that are normally permitted are those that are absolutely necessary and justified (e.g., by actual design differences or by new regulatory requirements applicable to the unit to be licensed).
Any "administrative-type" changes requested by your staff should be submitted for the previously licensed unit in time to permit approval before licensing of the second unit. Once approved, these changes can be incorporated into the draft TS for the second unit. Changes which cannot be handled on this schedule will be deferred until after the second unit is licensed; the changes would then be processed as amendments for both units.
