Quad Cities 2020 Initial License Exam Outline Review Comments Simulator Scenario Outline Comments

• General Comments o NRC: ES D-1 for Scenario 1 incorrectly lists event 4 as an abnormal event. Events 2, 3 and 6 should be listed as abnormal events.

Facility: Corrected D-1 for scenario 1 to remove event 4 and list events 2, 3, 5, and 6 as abnormal events.

o NRC: ES D-1 for Scenario 2 incorrectly lists 4 Critical Tasks in the ES 301-4 tally section with only 3 Critical Tasks enumerated in the summary section.

Facility: Corrected D-1 for scenario 2 to show only 3 critical tasks in the ES 301-4 tally.

o NRC: ES 301-5 for applicant RO-2 incorrectly lists their Scenario 3 I/C events as 1,2,8. Should be recorded as events 2, 6, 8.

Facility: Corrected ES 301-5 for Red Crew, RO-2, to show I/C events as 2,6,8.

o NRC: ES 301-5 for applicant RO-4 incorrectly lists their Scenario 3 I/C events as 1,2,8. Should be recorded as events 2, 6, 8.

Facility: Corrected ES 301-5 for Blue Crew, RO-4, to show I/C events as 2,6,8.

o NRC: ES 301-5 for applicant SRO-6 incorrectly lists Scenario 4 event 4 as an I/C.

This is a reactivity event for the ATC. Therefore, the total I/C count for SRO-6 should be modified to 12.

Facility: Corrected ES 301-5 for Blue Crew, SRO-6, to show events 3,5,6,8,9 as I/C events and total as 12.

JPM Outline Comments

• General Comments o NRC: What is the administrative nature of RO Admin JPM Equipment Control:

Insert a substitute position for a rod on RWM? This appears to be a straight simulator walk through exam style JPM.

Facility: During the performance of the JPM the RO candidate will fill out QCOP 9950-07, Attachment B CONTROL ROD SUBSTITUTE POSITION TRACKING FORM.

Quad Cities 2020 Initial License Exam Outline Review Comments o NRC: In plant JPM k. Locally Startup an Emergency Diesel Generator with Failure of the Vent Fan to Start incorrectly list its associated KA as A.C. Electrical Distribution. It should be Emergency Generators (Diesel/Jet).

Facility: Updated Forms ES 301-2, RO and SRO, to show JPM k. with K/A as

[Emergency Generators (Diesel/Jet), 264000 A3.03 3.4/3.4.]

o NRC: Potential conflict exists between Simulator JPM b. Pressurize the Main Steam Lines and RO written exam question #59 associated with KA 239001 K4.09, knowledge of MAIN AND REHEAT STEAM SYSTEM design feature(s) and/or interlocks which provide for the following: Equalization of pressure across the MSIVs before opening. The simulator JPM is associated with KA 239001 ability to manually operate and/or monitor in the control room: MSIVs. Since the applicants will be equalizing across and opening the MSIVs to pressurize the main steam lines in JPM b, they will be exposed to information which could provide the answer to question #59.

Facility: K/A rejected due to overlap with Operating Exam and documented on Form ES 401-4. K/A randomly reselected by NRC. New K/A for question #59 is 239000 K4.10, Knowledge of MAIN AND REHEAT STEAM SYSTEM design feature(s) and/or interlocks which provide for the following: Moisture removal from steam lines prior to admitting steam. Updated Form ES-401-1 with change as Revision 1.

Operating Test General Comments o NRC: The schedule should be adjusted to shorten the overall length of the operating test. With 10 candidates, the exam should not require 9 days to perform.

Consider shifting some admin JPMs to the afternoons of simulator scenario days.

Look to get the exam down to 7 days if possible.

Facility: Working to reduce total exam days with a target of 7. The Facility Author will submit a revised exam week schedule for review after review.
