On January 21, 1988, Carolina Power & Light "nmpany (CP&L) submitted a request for schedular relief from the ASME S ition XI requirement that hydrostatic pressure testing of piping and etaponents be completed by the end of each ten year inspection interval for the Brunswick Steam Electric Plant (BSEP), Unit 1. The schedular relief was based on a modified end date for the first ten year interval of November 30, 1988. The next BSEP-1 refueling outage is currently scheduled to begin on November 12, 1988 and end approximately February 3, 1989. Subsequent to the January 2? 1988 submittal, CP&L reviewed the ASME Code, Section XI, IWA-2400(c) requirements for determining the end date of inspection intervals. Based on industry and NRC interpretations of the code, the inspection interval may be extended for a period equivalent to the sum of all outages of six months or more in duration. Only one outage of six months duration or longer was used in previous determinations of the end datc for the BSEP-1 modified inspection interval; the outage from December 10, 1982 through August 26, 1983. In fact, another outage, which began on March 19, 1985 and ended November 8, 1985, would also qualify to allow an additional extension of the interval. When this outage is added, the end date becomes July 22, 1989, which is beyond the extended date originally requested by CP&L. Based on this revised determination of the end date for the BSEP-1 inspection interval, CP&L has determined that the relief request submitted on January 21, 1988 is no longer necessary, and hereby withdraws that request. 04 I'Ep i 8805050387 890502 PDR ADOCK 05000325 DCD g
