ISSUANCE OF AMENDMENT (TAC NOS. 67137 AND 65537)

Tie Corraission has issued the enclosed Ainendment No. 21 to Facility Operating License No. DPR-21 for Millstone Nuclear Power Station, Unit No. 1, in response to your application dated December 18, 1987.

The amendment will revise the Technical Specifications Section 3.7.A.3, "Primary Containment," and its associated Basis Section 3.7.A.1 by removing the permission to perform open vessel critic 611ty and open vessel low pcwer physics testing without containment integrity.

Although, as stated in 10 CFR 50.36, the Bases are not part of the Technical Specifications, the licensee, in a letter dated Jur( 1, 1987, proposed to change Bases Section 3.5.E, "Isolation Condenser (IC) System." The staff concurs with the proposed change.

A copy of the related Safety Evaluation is also enclosed. The notice of issuance will be included in the Coninission's bi-weekly Federal Register notice.
