Submittal of Reactor Vessel Continuous Vent Line Performance Report Gentlemen:
Toledo Edison was granted an interim exemption from the schedule requirements for the ir.stallation of a reactor vcssel head vent specified in 10 CFR 30.44 (c)(3)(iii), as documented in NRC letter dated September 7, 1983 (Log No. 1361). This interim exemption was granted to allov Toledo Edison sufficient time to complete action on several related commitments made in the process of developing a resolution to the following items:
NUREG-0737, Item II.F.2, "Inadequate Core Cooling"; 10 CFR 50.44, "Standards for Combustible Gas Control System in Light Vater-Cooled Power Reactors"; and Regulatory Guide 1.97, "Instrumentation for Light-Vater-Cooled Nuclear Power Plants to Assess Plant and Environs Conditions During and Following an Accident".
On March 9, 1983 (Serial No. 916) Toledo Edison committed to perform Integral System Testing of proposed vessel head venting methods and to submit an evaluation of the test results. The testing has been completed and the evaluation is contained in Attachment 1, "Report on Reactor Vessel Continuous Vent Line Performance".
Toledo Edison is installing the Continuous Vent Line (CVL) during the current refueling outage for Cycle 6.
This CVL vill be operable prior to Cycle 6 startup. Toledo Edison believes that this CVL, in conjunction with the already operable Hot Leg High Point Vents, Hot Leg Level Monitoring System, Reactor Coolant Pump Monitoring Systen, the Reactor Coolant System Subcooling Margin Monitors and verified operating procedures, constitutes meeting the requirements of 10 CFR 50.44(c)(3)(iii) and NUREG-0737, Item II.F.2.
