measured signal strength of FM radio station WPLR, New Haven, Connecticut, 99.1 MHz, within the Emergency Planning Zone (EPZ) for the Shoreham Nuclear Power station, i i

Q.3 What did you review with respect to this issue?

A3 I reviewed the Testimony of Douglas Crocker, Ralph E.

Dippell and William G. Johnson, dated April 13, 1988, and the

. Direct Testimony of Charles G. Perrv III and Gregorv C. Minor, dated April 13, 1988. In addition, I reviewed all of the attachments to both of these sets of testimony, and the April 20, 1988, Motions by the NRC Staff and LILCO to Strike portions of the testimony by Gregory C. Minor and/or Charles G. Perry III.

Q.4 Please describe your review.

A.4 I concentrated on the aspects of the testimony and the attachments that dealt with WPLR. I paid attention to the aspects dealing with other issues only to determine that they did not relate to WPLR. I particularly concentrated on the measurements and the analysi.; of the measurements on WPLR in the EPZ. I was not a?.ked to consider the possible application of the results of the measurements.

Q.5 Describe the measurements that you reviewed.

! A.5 There are two sets of measurements on WPLR, both made by

, the firm of Cohen and Dippell on behalf of LILCO. One set uses a grid pursuant to 47 C.F.R. 73.314(c); the other set involves

3-radial measurements pursuant to 47 C.F.R. 73.314(b). For the purposes of determining coverage to a specific area, the grid ,

technique is more reliable than the radial method. Therefore, I concentrated on the grid measurements, looking at the radial a measurements only to ensure that they did not contradict the results of the grid method. The grid measurements appear to have been made and analyzed in accordance with 47 C.F.R.  !

73.314(c), and establish that there is a measured signal strength from WPLR of at least one millivolt per meter (mV/m) throughout the EPZ. The radial measurements do not contradict this conclusion. l t '

Q.6 Did you review any measurements on WPLR which were made on behalf of Suffolk County? f 4

A.6 I did not review any measurements on WPLR which were made  ;

i on behalf of Suffolk County. The testimony indicated that relatively few measurements were taken of WPLR on behalf of  ;

Suffolk County, and that they were insufficient to permit any

! conclusions regarding its coverage of the EPZ by WPLR. Data [

from these minimal measurements were not included with the testimor.y on behalf of Suffolk County.  !

\-- Q. 7- What is the significance of a signal strength of 1 mV/m? '

Why 1 mV/m rather than another value?. ,

A.7 The FCC considers that a signal strength of 1 mV/m, or ,

  • greater, is sufficisnt to provide a suitably strong signal, free from noise, for reception by virtually all FM receivers Thus, potential listeners would not reject such a station because of poor signal strength. The FCC also uses this to determine the potential audience for an FM station. Thus, when there are

, several applications for a new FM station in the same community on the same frequency, and a hearing is held to determine which application should be granted, the areas and populations within t tbe 1 mV/m contours are used to provide the comparison of the 73

-s service areas of the proposals.

4 Q.8 Is there anything in the testimony on behalf of either LILCO or Suffolk County, or in the attachments to the testimony, that casts doubt on the validity or reliability of the measurements you considered?

i A.8 No, there is not. The concerns expressed in the testimony on behalf of Suffolk County do not relate to the techniques of making the measurements, or the analysis of the measurements; the testimony was silent on these points. Rather, tbe concerns i relate to the application of the results of the analysis. As
