Crystal River Unit 3 Docket No. 50-302

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) will be issued on or about May 4, 1988 to the Florida Power Corporation. This action involves the failure to take appropriate corrective action to resolve a deficiency regardin diesel generators (g the The EDG). electrical loads placed EDG overload on one was caused of twomade by errors plantbyemergency the licensee in the interpretation of the EDG vendor's load ratings, and in the assessment of equipment electrical loads in incorporating a design change in May 1980, which added the emergency feedwater pump as an automatic load. This resulted in the lack of assurance that the onsite plant emergency power system would perform its intended safety function for certain worst case accident scenarios for which the system was initially designed. The escalation and mitigation factors of the Enforcement Policy were considered and in this case no adjustment was deemed appropriate.

It should be noted that the licensee has not been specifically informed of the enforcenent action. The schedule of issuance and notification is:

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
