Gentlemen:

This refers to the special safeguards inspection conducted by

Messrs. D. M. Galanti and D. E. Funk, Jr., of this office between July 5-21,

1988, of activities at the D. C. Cook Nuclear Plant, Units 1 and 2 authorized

by NRC Operating Licenses No. DPR-58 and No. DPR-74 and to the discussion of

our findings with Mr. J. E. Rutkowski and other members of your staff at the

conclusion cf the inspection.

The enclosed copy of our inspection report identifies aree.s examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required. Inspection results also identified three concerns that require

your attention. These concerns are identified in Section 5, 6 and 10 of the

enclosed report. We request a written response to each concern within 30 days

of your receipt of this letter. Inspection results also identified one other

violation of the security plan which is addressed in Section 8.b of the report

details. This violation meets the criteria of 10 CFR Part 2, Appendix C,

Section V.G. as licensee identified and therefore, a separate Notice of

Violation will not be issued.

Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21(c)(2). This information must be handled and protected in

accordance with the provisicns of 10 CFR 73.21. Consequently, the enclosure

to this letter, our report of the inspection, and your response to the

violations identified in the enclosure to this letter will not be placed in

the NRC Public Document Room. Therefore, your statenent of corrective action

regarding the violations identified in the enclosure and your response to the

concern noted in Sections 5, 6, and 10 of the enclosed report should be

submitted as a separate en;1osure to your transmittal letter in the manner /
