Subject:

Inspection No. 70-687/88-05 This refers to the routine safety inspection conducted by Mr. J. Roth of this office on June 28-30, 1988, at the Sterling Forest Research Center, for the purpose of reviewing the licensed program at your facility.

Areas examined during this inspection are described in the NRC Region I Inspection Report which is enclosed with this letter. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and measurements and observations oy the inspector.

Two violations of NRC requircments were identified. You are required to reply to these matters in accordance with the enclosed Appendix A. That reply is not subject to clearance by the Office of Management and Budget under the Paperwork Reduction Act of 1980, PL 96-511.

During the inspection, the inspector observed four lab coats (protective clothing) that were potentially contaminated on the outside, hanging on top of one another in the Building 2 second floor uranium handling area such that the inside of one garment was in contact with the outsicie of the garment beneath.

The inspector also observed an individual starting to don one of the garments without conducting a contamination survey to determine if the inside was contaminated. Since acceptable industry-wide radiation control procedures do not permit the co-mingling of protective clothing that is potentially contaminated s.ith removable radioactivity with protective clothing that is not contaminated, we are concerned that your licensed program would allow the potential spread of contaminatiun to your employee's personal clothing. In your esponse to this letter, we request that you provide the actions taken to improve your radiation control program to preclude the potential spread of contamination to personal clothing.

In addition, we are concerned that your licensed program did not identify the existence of contamination in unrestricted areas o,' your f acility. Although i cleanup of tt it contamination was the subject of a Confirmatory Action Letter '

issued on June 30, 1988, in your response to this letter, please provide actions taken to improve your managenent control systems to ensure that the existence of contamination in unrestricted areas of your facility will be internally identified.
