This letter transmits the results of the routine inspection conducted by Messrs.
A. Luptak and R. Plasse of this effice on June 18, 1988 - August 7, 1988, at the
J. A. FitzPatrick Nuclear Power Plant, Scriba, New York. Mr. Luptak discussed

This item involved the failure to perform monitoring of reactor coolant leakage
inside primary containment every four hours as . required by Technical

Specifications. You are required to respond to this letter; in doing so please
follow the instructions in Appendix A of this letter.

not subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
