This letter transmits the results of the routine inspection conducted by Messrs.

A. Luptak and R. Plasse of this effice on June 18, 1988 - August 7, 1988, at the

,

J. A. FitzPatrick Nuclear Power Plant, Scriba, New York. Mr. Luptak discussed

the inspection findings with you and other members of your staff at the

conclusion of the inspection. .

.

Based on this inspection, an apparent violation of NRC requirements has been

. identified and is described in the enclosed Appendix A, Notice of Violation. '

l This item involved the failure to perform monitoring of reactor coolant leakage

inside primary containment every four hours as . required by Technical

! Specifications. You are required to respond to this letter; in doing so please

follow the instructions in Appendix A of this letter.

The response directed by this letter and the accompanying Notice of Violation is

not subject to the clearance procedures of the Office of Management and Budget ,

as required by the Paperwork Reduction Act of 1980, PL 96-511.
