This confirms our plans as discussed on April 21, 1988, between R. W. Cooper, II of my staff and L. Goodman of your staff to conduct an Enforcement Conference at 9:30 a.m. (CDT) on Thursday, April 28, 1988, at the Region III office in Glen Ellyn, Illinois. The conference.is to discuss two potential escalated enforcement issues. The first concerns the failure to enter appropriate action statements for LCOs associated with the Standby Gas Treatment and Control Center HVAC systems due to the inoperability of the Non-interruptable Control Air System. The second concerns the failure to evaluate the deviations between the as-built Primary Containment Radiation Monitor System and the UFSAR in accordance with 10 CFR 50.59.

We will gladly discuss any questions you may have concerning this matter.
