Gentlemen:

This refers to the routine safety inspection conducted by

Mr. P. G. Brochman and Ms. N. V. Gilles of this office from July 1

through August 15, 1988, of activities at Byron Station Units 1 and 2,

authorized by NRC Operating Licenses No. NPF-37 and No. NPF-66, and

to the discussion of our findings with Mr. R. Pleniewicz and others

I of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

observations, and interviews with personnel.

During this inspection, certain of your activities appeared to be in

'

violation of NRC requirements, as specified in the enclosed Notice.

A written response is required.

The NRC is concerned with the less than adequate performance of your

modification program in ensuring that the procedures and instructions

which are utilized by your control room operators in determining system

status, in taking equipment out of service, and in ensuring compliance

with the operability requirements of Technical Specifications, are up to

date and correct. Your computerized outage editor and electrical distri-

bution books are data bases, and data bases are only as useful as the

information contained within them is accurate. Consequently, you are

requested to supplement your response to this violation by specifically

addressing the actions to be taken to permanently improve your modification

program to ensure that various documents (i.e., as-built drawings, valve

line-ups, electrical distribution books, and operating procedures) are

properly updated during the modification process.

In accordance with 10 CFR 2.790 of the Connission's regulations, a copy

of this letter, the enclosures, and your response to this letter will be

placed in the NRC Public Document Room,
