0FFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending May 20, 1988 LOW-LEVEL WASTE MANAGEMENT Low-level Waste State of Michigan Low-level Waste Disposal The staff responded to a request from the State of Michigan concerning the feasibility of disposing of low-level radioactive waste at existing nuclear power plant generating facility sites. Michigan law requires that the Michigan Low-Level Radioactive Waste Authority prepare and submit a report to the governor and the legislature that addresses the above issue. The NRC staff response to Michigan indicated that its position on this matter is that disposal of waste must (1) be in accordance with the provisions of the Low-level Radioactive Weste Policy Amendments Act of 1985 and (2) comply with the requirements of 10 CFR Part 61. Staff also indicated the appropriate regulatory guides and NUREG documents that should be considered in preparing a license application for a low-level waste disposal facility.
SAFEGUARDS Transportation Meetino on SPEC-2T Package On May 13, 1988, SGTRstaffmetwiththeDepartmentofTransportation(DOT)to discuss an accident involving a SPEC-2T shipping package (Type B). The accident resulted in the release of a 40-curie iridium source capsule. DOT indicated that the package user may have violated several DOT regulations. In addition, the design of the SPEC-2T package involved in the accident differed from the NRC certified design. 00T is considering enforcement action against the user.
