Docket No. 50-352/NPF-39

Philadelphia Electric Company

ATTN: Mr. C. A. McNeill

Execut!ve Vice President

Wuclear

2301 Market Street

Philadelphia, Pennsylvania 19101

Gentlemen:

Subject: Systematic Assessment of Licensee Performance (SALP) Board Report

Number 50-352/87-99 - Amended Report

This refers to the assessment we conducted of the activities at the Limerick

Generating Station, Unit 1, for the period February 1,1987 through April 30,

1988. This report was discussed with you at a meeting on July 27, 1988 at your

Visitor Center in Limerick, Pennsylvania.

The list of meet...g attendees is

attached as Enclosure 1.

Some minor editorial changes to the enclosed atended

report (Enclosure 3) were made by my staff.

Our overall assessment confirmed a strong orientation toward safe plant

operation.

In particular, site management and supervision exhibited the

leadership necessary to support continued strong performance, good morale, and

a strong safety perspective despite the pressures associated with a major

corporate reorganization during the assessment period.

Based on the discus-

sions at the July 27, 1988 management meeting, we understand that you will not

be providing a written response to the SALP Report. The slides used at the

meeting to present the corrective actions taken and planned regarding the

Engineering / Technical Support and Emergency Preparedness ueas have been in-

cluded as Enclosure 2.

-

No reply to this letter is required. Your action, in response to the NRC

Systematic Assessment of Licensee Performance ,,111 be reviewed during future

inspections of your licensed facility,

i

We appreciate your cooperation.

I

Sincerely,

Original Signed By
