submits Revision 10 of the Emergency Plan (EP).
Revision 10 provides updates, revisions, additions, clarifications and editorial changes.
A detailed description, provided as Attachment 2, lists changes which are indicated by a Rev. 10 change bar and are classified as a clarification, correction, update, addition or revision.
Editorial changes are not discussed in the detailed description.
The following is a summary of the detailed description of this revision:
1)
Updated figures to reflect organization or emergency response / planning changes.
- 2) Added discussion about the Logistical Support Center.
3)
Updated the discussion about Squaw Creek Park.
4)
Revised discussion regarding dose assessment equipment and capabilities.
5)
Revised the discussion of support plans to delete the Westinghouse plan (now maintained as a separate reference document).
6)
U) dated Meteorological discussion to reflect recent modifications made to t1e system.
7)
Updated the Corporate Emergency Management Plan.
Previously, the Emergency Plan was submitted as an amendment to the FSAR.
(Revision 9 of the EP was transmitted as Amendment 58 on June 30, 1986.)
Beginning with this revision, the Emergency Plan will be transmitted as an independent document.

Adds description of the Logistical Support Center.
6.7 Addition
Adds discussion regarding the lab facilities being used for training and therefore are not maintained in a constant state of readiness.
6.8 Revision
Deletes the reference to Oak Ridge flational Laboratory as a backup facility. Other arrangements, demonstrated by current letters of agreement, have been made.
6.9 Revision
Reduces the commitment to retain water (used for decontamination purposes) to a statement of the ability to retain water used for decontamination.
6.11 Revision: Deletes reference to the procedure relating to equipment and supplies lists and deletes identification of emergency vehicle location.
6.13 Revision:
Deletes the detailed discussion of the Radiation Monitoring System with respect to dose assessment capabilities due to the system's inability to support timely decisions based on radiological conditions.
The EDAM software on microcomputer satisfies this need.
6.13.5 Revision:
Deletes the System Dispatcher as a source of meteorological information.
6.13.6.1 Update:
Changes the location of some of the accelerometers.

Defers discussion of the fire detection instrumentation to the fire Protection Report and the FSAR.

12.2.3 Revision: Changes the discussion to Radiation Protection and First Aid and Rescue Teams from Emergency Repair and Damage Control Teams regarding requirements toward first aid instruction.

Emergency Planning section is responsible for developing drill and exercise objectives.
13.0 Addition: Student input to training is to be solicited and fed back to training development.
13.2 Addition:
Emergency Plan training includes practical drills to evaluate individual abilities to perform assigned emergency response functions.
