Dear Dr. Paperiello:
By separate letter of the same date (Letter GDP 98-0164), the United States Enrichment Corporation (USEC or Corporation) is submitting to the Nuclear Regulatory Commission (NRC) Revision 24 to USEC-02, Application for United States Nuclear Regulatory Commission Certification, Portsmouth Gaseous Diffusion Plant. As noted in USEC letter GDP 98-0164, portions of Revision 24 contain National Security Information and/or Restricted Data:
United States Enrichment Corporation, Portsmouth Gaseous Diffusion Plant, Physical Security Plan for the Protection of Special Nuclear Material of Low Strategic Significance, Revision 24; and United States Enrichment Corporation, Portsmouth Gaseous Diffusion Plant, Security Plan for the Protection of Classified Matter, Revision 24.
These documents are also considered to be proprietary commercial and financial information pursuant to 10 CFR 2.790(d)(1) and are exempt from public disclosure on that basis as well.
In accordance with 10 CFR 76.33(e),95.37, and 95.39, the Revision 24 changes to these plans are being submitted under separate cover from the other portions of Revision 24.
