Dear Mr. Gipson:
On February 14,1997, you submitted relief requests VR-63 and VR-64, requesting relief from certain inservice testing requirements of the American Society of Mechanical Engineers Code,Section XI. The staff reviewed the submittal and sent a request for additional information (RAl) to you in a letter dated August 27,1997. You responded to the staff 's RAI in a letter dated i
April 30,1998, withdrawing relief request VR-64 and providing additional justification for relief request VR-63. The staff has completed its review of the relief request VR-63 as discussed in l
the enclosed safety evaluation. The alternative testing proposed in relief request VR-63 is authorized pursuant to 10 CFR 50.55a(a)(3)(ii) on the basis that the proposed testing provides j
reasonable assurance of operational readiness and the imposition of Code requirements would i
result in hardship without a compensating increase in the level of quality or safety.
