SUPPLEMENT TO A REQUEST FOR CHANGE TO TECHNICAL SPECIFICATIONS ULTIMATE HEAT SINK TEMPERATURE LIMITS HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NPF-57 DOCKET NO. 50-354 I

On June 12,1998, via letter LR-N98274, Public Service Electric & Gas (PSE&G)

Company transmitted License Change Request (LCR) H98-02 to the NRC to request a revision to the Technical Specifications (TS) for the Hope Creek Generating Station.

Specifically, LCR H98-02 requested, in part, a revision to the Hope Creek Ultimate Heat l

Sink (UHS) temperature limits contained in the TS. ~ On July 29,1998, PSE&G met with NRC representatives to review the Hope Creek LCR submittal. As a result of the NRC's continuing review of LCR H98-02, additional questions were raised. These questions, as well as PSE&G's responses, are contained in Attachment 1 of this letter.

PSE&G has determined that the information contained in the attachment to this letter does not alter the conclusions reached in the 10CFR50.92 No Significant Hazards analysis previously submitted with LCR H98-02. In accordance with 10CFR50.91(b)(1),

a copy of this submittal has been sent to the State of New Jersey.

l ATTACHMENT 1 HOPE CREEK GENERATING STATION I

FACILITY OPERATING LICENSE NPF-57 DOCKET NO. 50-354 RESPONSE TO NRC QUESTIONS l

l 1.

The staff's understanding of Attachment (4) to [the LCR H98-02] submittal

', is that it is part of the analyses is from Amendment 106 (when SACS = 95 F). Please provide this spreadsheet for the various limiting configurations during normal operation.

A detailed spreadsheet was not compiled for the " normal" alignment. Under the

" normal" alignment, the plant is assumed to be operating at 100% power and one loop of the Safety Auxiliaries Cooling System (SACS) is aligned to the Turbine Auxiliaries Cooling System (TACS). One SACS toop with two SACS pumps operating carries the TACS loads and the second loop is running in standby with one SACS pump in operation. Since the majority of the normal operation heat load is carried by one SACS loop, with two operating pumps, a detailed single failure analysis was deemed unnecessary since SACS would not support the normal operation TACS heat loads with less than two pumps operating in one loop. Therefore, an analysis of one SSWS/ SACS loop operation was the only one necessary to determine the normal operation UHS temperature limit.

In the above configuration, abnormal system alignments (i.e., heat loads from the redundant SACS loop are cross connected to the operating SACS loop) can be accommodated as long as SACS operating temperatures remain below 95 F. If for any reason the operators can not maintain SACS temperature less than or equal to 95 F, the operators are procedurally directed to reduce the TACS heat loads on the operating SACS loop. This limitation on plant operation is imposed regardless of UHS temperature (as long as Technical Specification UHS temperature limits are not exceeded), and the plant would be required to shutdown if SACS temperature can not be maintained below 95 F (i.e., SACS would be considered inoperable). If SACS temperature can be maintained below 95 F during normal operations, then for any degraded SSWS/ SACS configurations continued plant operation (i.e., not operating in a Technical Specification shutdown Action Statement) will be governed by the Technical Specification LCOs, which would ensure adequate post-accident heat removal capability with the proposed UHS temperature limits.

[LCR H98-02] submittal Attachment 4, page 22 of 24, shows that the UHS temperature limit for " Normal Operations" is 89*F. Clarify what is meant by

" Normal Operations" (i.e., is it the most limiting condition allow by TSs in l

an LCO?).

" Normal Operations" assumes that the plant is oaerating at 100% power and one l

loop of SACS is aligned to cool the TACS loads This SACS loop, with two SACS l

pumps operating, carries the TACS loads while the second SACS loop is running in standby with one SACS pump in operation. As stated in the response to the previous question, normal plant operation is restricted by the ability of SACS support systems to maintain SACS temperature below 95'F, regardless of UHS temperature (below the Technical Specification UHS temperature limits). To maintain SACS temperature below 95 F, two SACS pumps must be running in the SACS loop supporting the TACS loads (i.e., normal operations). An i

evaluation of the maximum UHS temperature in this configuration resulted in the 89 F UHS temperature limit.

[LCR H98-02] submittal Attachment 4, page 22 of 24, shows that the UHS temp.?rature limit for a LOP /SSE with "No Failures" is 91.1 F. Confirm that this case did or did not assume a single active failure.

J The UHS model run for "no failures" for a Loss-of-Offsite Power (LOP)/ Safe Shutdown Earthquake (SSE) listed in Attachment (3) of Engineering Evaluation H-0-EG-MEE-1301 assumed no active failures in the SSWS or SACS systems.

The SSWS flow rate is assumed to be through the safety-related emergency overboard line discharge path. The results of this analysis show that the UHS temperature limit would be 91.1 F. The analysis conservatively assumed that the RHR heat load is based on only one RHR heat exchanger being available since no additional operations or configuration limitations are imposed on RHR beyond those already contained in the Technical Specifications (e.g., LCO 3.6.2.3).

[LCR H98-02] submittal Attachment 4, page 22 of 24, does not show a case for 1 SSWS pumpfloop (LOP /SSE). This was a limiting case. What is the new UHS temperature limit for this case?

As indicated in Attachment 2 of this letier, the UHS analysis under a LOP /SSE scenario with on SSWS pump in each loop of the SSWS system results in an UHS limit of 88.2 F (see Attachment 2). This case assumes that the SSWS flow rate to the RACS heat exchangers is unthrottled and discharges through the emergency overboard line. The UHS analysis under a LOCA/ LOP scenario with l

similar SSWS conditions has an UHS temperature limit of 89.7 F (see ).

Provida cdditinnil infermition concsrning the comput:r ccdsa u:cd fer the Hope Creek containment analysis and provide a summary of the results obtained when analyzing post-transient responses with a maximum SACS temperature of 100 F.

As indicated in General Electric's September 17,1996, letter EGT96:054 (see ), the General Electric proprietary code SHEX-03 was used for the FSAR analysis, with the results provided in UFSAR Section 6.2. In support of the UHS analyses supporting Hope Creek LCR H98-02, General Electric utilized the current version of the SHEX code to determine the required K values (Residual Heat Removal (RHR) heat exchanger heat transfer capacity coefficient) to keep the peak suppression pool temperature below the design limit of 212 F with the SACS temperature increased from 95 F to 100 F. The analyses used the May-Witt decay heat model to determine the required K value under the worst case limiting conditions (for the Hope Creek analysis, a loss of offsite power coincident with a single failure of an emergency diesel generator was determined to be the limiting event). The results of these analyses provided RHR heat exchanger K values that maintained suppression pool temperatures below 212*F, which were then used to determine the temperature limits described in LCR H98-02.

Provide additional information on what operators do to assess operability of SACS loops (reference TS 3.7.1.1) as described in the LCR submittal section below:

... the current SSWS abnormal procedure directs the operator to assess the operability of the associated SACS loop (i.e., be ensuring that a pump is operable and flow is established) and enter the appropriate SACS limiting condition"...

Operability of the SACS loop requires more than just verifying that the SACS pump is operable and that flow is established. The operability assessment process would also require an assessment of the SACS support system's (i.e.,

SSWS) capability to support the SACS safety functions under design basis conditions (i.e., remove post-accident heat loads under worst case conditions where plant operation is permitted). In other words, if the SSWS loop is declared inoperable, the operator would have to evaluate if SSWS has lost its ability to support the SACS safety functions. Ifit has, then SACS is also declared inoperable and the appropriate SACS TS LCO would be entered. If the operator can conclude that SACS will be able to perform its safety functions with the conditions rendering SSWS inoperable present, then the operator would remain only in the SSWS TS LCO.
