REVIEW 0F WEST VALLEY PHYSICAL SECURITY PLAN In response to your memorandum of March 1, 1988, we have reviewed the subject document and offer the following convoents:

1.

The changes made in this revision are generally outside of our regulations.

.g 2 ) We have found that an isolation zone of 10 feet is insufficient

' to allow time to properly assess intrusion alarms. We normally use 20 feet as a base and design from that point.

Personnel should be accomplished with both a visual search and with detectors.

Security should always have cross checks.

4 In view of the current technology in explosives, package search-es should be done with package explosive detectors as well as visually.

5.

It is not clear from the text that any SNM detectors are in use.

6., The NRC considers a ' fence protection system' to be inadequate to use at facilities where SNM is stored or processeo. We suggest t

that the system be backed up with a volumetric type intrusion detection system.
