SUBJECT:

WEST VALLEY PHYSICAL SECURITY We recently asked your Licensing Branch to review the West Valley Demonstration Project Security Plan.

Chuck Gaskin performed a review and raised some potentially significant concerns about isolation zones and intrusion detection systems (see attached memorandum).

Davis Hurt, the West Valley Project Manager, has discussed this topic with Mr. Gaskin and others of your staff, and they have agreed that it would be appropriate for someone from Safeguards to visit the site to clarify our understanding of these issues.

It is apparently not possible to tell from the Security Plan alone the detailt rf the situation or what alleviating circumstances there might be.

If you will consent to a trip to West Valley by Mr. Gaskin or someone equally knowledgeable abut this subject, Mr. Hurt will make the arrangements and accompany him.
