SAFETY EVALUATION REPCR7, LICENSE AMENDMENT APPLICATIONS DATED DECEMBER 21, 1987,.AND MARCH 9, 1988, RE RETRAINING EXEMPTION AND COMPANY NAME CHANGE Bagkground On December 21, 1987, GA submitted an applicatior, for license amendment to request a retraining exemption for GA's TRIGA reactor operators (RO'S) and senior reactor operators (SR0's). Additional information for this request was provided by letter dated March 9, 1988. Also on March 9, 1988, a separate letter was '

received requesting a company name change, t Discussion GA's reactor operators and senior reactor operators are required by 10 CFR l 55.59 to successfully complete on a continuing basis a requalification program which includes radiological and nuclear safety. The licensee has stated that this requalification program more than satisfies the retraining requirements reflected in Materials License No. SNM-696 and requests an exemption for their R0's and SR0's from these requirements. Staff has reviewed this reauest and recommends approval.

The second request is based on a recent company name change. The licensee states that this is a name change only and that the organization remains '

the same. Therefore, Condition 1 is revised as follows:

1. General Atomics This licensing action is in accordance with 10 CFR 51.22(c)(10), and therefore, neither an Environmental Impact Statement nor an Environmental Assessment is warranted for this action, i
