Proposed changes to the Seabrook Station Technical Specifications were submitted by Reference (c).
Those changes reflect the clarification provided in Generic Letter 87-09 (Reference (b)].
In order to clarify the initial submittal (Reference (c)), New Hampshire Yankee (NHY) provides the following supplemental information rcgarding saf1ty considerations for the proposed changes New Hampshire Yankee has reviewed the proposed changes utilizing the criteria specified in 10CFR50.92 and has determined that these proposed changes conform with the regulations and STS and as such would not 1.
Involve a significant increase in the probability or consequences of an accident previously evaluated.
Since all existing operating restrictions would remain intact, there could not be any significant increase in the probability or consequences of an accident previously evaluated.

Create the possibility of a new or different kind of accident from any previously evaluated.
Since the proposed changes are only clarifications to existing operating requirements and do not alter the Seabrook Station operating procedures or standards, these proposed changes do not create the possibility of a new or different kind of accident from those previously evaluated, j

Involve a significant reduction in a margin of safety. The proposed changes to Technical Specifications 3.0 and 4.0 have been reviewed against the current Seabrook Station Technical Specifications, and it has been determined that these clarifications do not affect the existing operating requirements, procedures, or standards for Seabrook Station and as such do not involve a significant reduction in a margin of safety.
Based on the considerations contained herein. It is concluded that there is reasonable assurance that operation of Seabrook Station, consistent with the proposed Technical Specifications, will not endanger the health and safety of the public.
