Requested Information on Emergency Plans Pertaining to the Beach Populction Gentlemen By letter of July 22, 1988, (Reference b), the NRC staff requested clarification with respect to provisions in the three emergency response plans for Seabrook Station for recommending precautionary protective actions for the beach population.

NRC staff noted that the t'aree emergency response plans - the New Hampshire Radiological Emergency Response Plan (NHF.ERP); the Seabrook Plan for Massachusetts Communities (SPMC), and the Seabrook Station Radiological Emergency Plan - contain provisions for precautionary actions for beach area populations. The NHRERP provides that precautionary actions may be initiated for the beach popriation between May 15 and September 15 at the Alert emergency classification level. As the staff is aware, Alert emergency classification level conditions, as defined by NUREG-0654/ FEMA-REP-1, do not warrant protective actions for the general public. During the ASLB hearings on the NHRERP, State of New Hampshire authorities testified that precautionary actions at the AlerL classification are not automatic and that this provision is intended to facilitate and expedite latar protective actions. (Applicants' Direct Testimony No. 6 Post Tr. 10022, pege 11).

At the Alert emergency classification level, the area of immediate concern encompasses beach areas within an approximate two mile radius of the plant that experience large populations of beach-goers during the summer j months. This area is entirely within the jurisdiction of the State of New Hampshire. The NHRERP defines the area of immediate concern as the beaches bounded by Great Boar's Head (a distinguishable and readily identifiable landmark) to the north and the New Hampshiro/ Massachusetts border to the south. These boundaries include the Hampton Beach and Seabrook Beach arece located within two miles of the plant. Massachusetts beach creas, covered by the SPMC, extend from beyond two miles to as far as fourteen miles from the plant.

Tha attached matrix (Attachment 1) explains the precautionary decisions that would be made, according to emergency classification level, as established in each of the emergency response plans. , .

The Seabrook Station Emergency Response Procedure ER-5.4 "Protective Action Recommeadations' was revised in April, 1988, to incorporate criteria for recommending evacuation of Hampton and Seabrook Eeaches and~for recommending closing beaches in Massachusetts at the Site Area Emergency classification level. The NHRERP provides for closing New Hampshire beaches at a Site Area Emergency and for recommending evacuation of Hampton and Seabrook Beaches based on degrading plant conditions. The NHRERP was updated in April, 1988, to incorporate the plant condition criteria that would be the basis for a utility recommendation. On the basis of FEMA /RAC advice, the SPMC was amended in April, 1983. (Am:ndment 4) to provide for recommending the closing of Salisbury Beach, Plum Island Beaches, and the Parker River National Wildlife Refuge at the Site Area Emergency. This amendment conformed the SPMC  ;

to the pre autionary action concept of the NHRERP. l The precautionary decisionmaking provisions for the beach. population were demonstrated during the June 28 and 29, 1988, Graded Exercise. An Alert was j declared at 0909 on Day 1. The State of New Hampshire evaluated the conditions associated with the Alert declaration, made the precautionary decision to close Hampton and Seabrook Beaches, simulated activation of' beach j sirens at Hampton Beach and at Seabrook Beach'and simulated implementation of j beach closing at 1105. l The following points summariae the above information: I (1) Precautionary beach closinFa at the Alert level are considered only for beaches within about two miles of the plant. Since the only l beaches within two miles of the plant are located in New Hampshire, these precautionary beach closing provisions appropriately are contained in New Hampshire plans alone there is no need for such provisions in the SPMC.
