Ralph Sylvia Group Vice President Nuclear Operations 6400 North Dixie Highway Newport, MI 48166 Gentlemen: i This'is to acknowledge receipt of Revision 3 to Procedure EPA-99-T-of-C-SQ and Revision 1 to Procedure EPA-99-B.5Q, which form parts of the Fermi 2 Radiological Emergency Response Preparedness Plan. These revisions were received in our office on March 15, 1988.

We have reviewed the changes to the_ Fermi 2 Radiological Emergency Response-Preparedness Plan and determined that they are consistent with the requirementsof10CFR50.54(q)anddonotdecreasetheeffectivenessof the emergency plan. These changes are, therefore, acceptable.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your emergency plans which may decrease their effectiveness.

However, if your safety review assures no decrease in emergency preparedness effectiveness, then such changes may be made without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room. .
