DOCKET N05, 50-280 AND 50-281 This acknowledges the receipt of your letter of March 18, 1988, which transmit- t ted Revision 21 to the Surry Physical Security Plan.

Our review of the changes has found portions of the changes to be consistent with the provisions of 10 CFR 50.54(p). Other portions are not consistent with the provisions of 10 CFR 50.54(p) as delineated in the enclosure to this letter and discussed during a teleconference on April 5, 1988, between Mr. Beauchamp of your office and Ms. Masnyk of the Region staff. To preclude a violation of regulatory requirements, you must not continue to implement those changes deemed inconsistent. Please revert to the commitments in your

previously approved plan or, if desired, modify your plan to accommodate the enclosed comments and resubmit corrected plan pages as necessary to maintain plan continuity. Should you want to pursue those changes deemed inconsistent, you must submit a request to the Commission's Office of Nuclear Reactor Regulation, under the provisions of 10 CFR 50.90 for amendment to your license.

The enclosure to your letter it being withheld from public disclosure because

it contains Safeguards Information and must be protected in accordance with the provisions of 10 CFR Part 73.21.
