McGuire Nuclear Station Docket Nos. 50-369 and 50-370 Supplemental Information for Proposed Technical Specification Change Gentlemen:
By letter dated May 14, 1986, Duke submitted proposed changes to the McGuire Nuclear Station Technical Specifications.
One of the changes proposed was to relocate existing table of containment isolation valves from the Technical Specifications to the Bases. Subsequent discussion between Duke Power and NRC staff indicated NRC staff concerns regarding control over changes to the tables (and thus requirements on the isolation valves) should the tables be relocated to the Bases.
As a result of these concerns. Duke has developed a new table of containment penetrations and isolation valves, consolidating information from all existing FSAR and Technical Specification tables. This new table will replace existing FSAR Tables 6.2.4-1, 6.2.4-2, and 6.2.4-3.
As all containment isolation valve data is now in the FSAR, any changes to any of the information will require a documented review in accordance with 10 CFR 50.59 and any changes must be reported to the Commission in the annual report pursuant to 10 CFR 50.59.
Duke believes that this now addresses staff concerns regarding control over containment penetrations / isolation valves and approval of the proposal may proceed at this time. As the information will now be included in the McGuire FSAR, the proposal (dated May 14, 1986) should be considered modified as 1) not to relocate the tables (3.6-1 and 3.6-2) to the Bases but rather delete them from the Technical Specifications in favor of the PSAR; and 2) revise Bases page B 3/4.6-4 as attached. contains the revised Bases page, Attachment 2 contains the new FSAR table 6.2.4-1.
No additional justification than provided in earlier submittals (May 14, 1986 supplemented July 14, 1986, November 21, 1986, and March 12, 1987) is considered to be necessary.
As this supplements an earlier proposal, no fees are required.
