This refers to the investigation conducted by Mr. H. Brooks Griffin of the NRC Office of Investigations, Region IV Field Office, during the period January 29 through April 15, 1988, of activities authorized by NRC Operating License NPF-71 and Construction Permit CPPR-129 for the South Texas Project Units 1 and 2.

This investigation was conducted to determine whether contractor fire watch personnel at the South Texas Project (STP) were intentionally falsifying fire watch logs and, further, to determine whether licensee management was aware of or condoned the falsification. The findings of this investigation are summarized in the enclosed Synopsis to the Investigation Report.

During this investigation, it was found that certain of your. activities appeared to be in violation of NRC requirements. We will contact your staff to schedule an enforcement conference in the near future to discuss your understanding of this apparent violation, the reasons for cccurrence, and your corrective actions. We will also discuss any potential enforcement options available to the NRC, if appropriate.
