This refers to an Enforcement Conference conducted by Mr. A. Bert Davis and
other members of the NRC staff on July 21, 1988, of the apparent violation
identified in NRC Inspection Report (50-155/88011(DRS)) of activities at the .
Big Rock Point Nuclear Plant, authorized by NRC Operating License No. DPR-6
and to the discussion of our findings with you and other members of your staff.
Based on the infonnation presented at the Enforcement Conference and further
discussions with my staff, no Notice of Violation will be issued regarding
full stroke valve testing of the Reactor Depressurization System depressurizing
valves. NRC acknowledges that the licensee has taken adequate corrective actions
with respect to this issue.
The enclosed copy of our report of this Enforcement Conference identifies
those matters discussed during the conference.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosures will be placed in the NRC Public Document i
