Subject:

SITE VISIT BY MEMBERS OF THE HOUSE SUBCOMMITTEE ON OVERSIGHT AND INVESTIGATIONS OF THE COMMITTEE ON INTERSTATE AND FOREIGN COMMERCE, AND OTHERS.

On April 29, 1977, an inspection team from Region II (Atlanta) was at the l Uorth Anna site investigating allegations. The licensee told the NRC l inspection team leader that staff members of the Moss committee were on site, and the committee staff had requested that the IE inspectors meet with them at lunch. Two members of the IE team met with the committee staff at lunch. The visitors were introduced to the inspectors as members of the investigation committee staff. The names given were:

i RICHARD HELLER RANDY LEWIS a LAWRENCE S. TYE The inspectors were questioned by the committee, with most of the questioning by Mr. Tye. Mr. Tye's questions dealt somewhat with the current allegations but also with the investigation conducted in late 1976. Specifically, Mr. Tye asked what changes had been made in Region II personnel. The inspectors answered all questions.

On Monds.y, May 2, the licensee telephoned Region II and stated that VEPCO had determined that Mr. Tye was a member of the Union of Concerned Scientists (UCS), and not a member of the committee as represented. .

Information provided to IE Headquarters by VEPCO indicated that Mr. Tye had signed in on the site visitors log with the committee members with-out identifying his affliation wit.h UCS. Subsequently Mr. Tye, upon request )y VEPCO, corrected the sign-in log to reflect his UCS membership.

The licensee stated further that arrangements for the visit had been made with VEPC0 by Mr. Shook, who had represented all of the vistors as staff members of the Investigative Committee.
