Subject:

REACTOR COOLANT SYSTEM LFAK INTO CONTAINkENT BASEMENT During repair of an nonisolable leak in a one inch Reactor Coolant System (RCS) pressure sensing line, a freeze seal on the line broke. At the time of the leak the plant was on shutdown cooling with the RCS pressure at 100 psia.

The failure of the freeze plug resulted in 7,000 gallons of water being drained into the containment basement before the leak was stopped by par-tially draining the RCS. The water was removed from the containment sump l

by pumping to the radioactive waste system. An airborne contamination prob-lem existed inside containment and a local emergency was declared inside the containment during the occurrence.

No radioactivity was released outside Containment and no personnel over-exposures occurred.

Media interest is expected because of-close attention given to operating 2 51 problems at nuclear facilities. The state of Connecticut has been informed..
